Announcing our Indigenous Action Plan

Our ongoing commitment to advance Indigenous inclusion

We believe we have an opportunity as a Canadian pension administrator, investor and employer to play a constructive role in advancing Indigenous inclusion.

Over the course of many years, we’ve focused on deepening our collective understanding of the unique challenges faced by and opportunities that lay ahead for Indigenous communities through meaningful engagement.

We’ve partnered with Indigenous leaders, plan members and international advocates for Reconciliation to develop Ontario Teachers’ Indigenous Action Plan (IAP)—a first-of-its-kind for Canadian pension plans.

What is the IAP?

The Indigenous Action Plan outlines the authentic role we can play in advancing Indigenous inclusion. The IAP sets out 17 commitments that are categorized into four key pillars:

  1. Education and Awareness
  2. Talent Acquisition
  3. Everyday Inclusion
  4. Impact

Why are we doing this work?

Through the actions outlined in the plan, we aim to build trusted relationships with – and be a strong lasting partner to – Indigenous Peoples.

Since teachers are at the heart of our membership, we’re focused on understanding and addressing specific barriers and issues for our Indigenous members. Our Member Services team focuses on fostering trusted relationships with Indigenous employers and members from Timmins to Moosonee. We asked Indigenous employers how we could better serve their needs and used their feedback to tailor in-person training and educational support. As a result, we’ve seen more and more Indigenous employers noting the value in working together, recognizing the benefits of participating in the plan and an increase in inquiries to join.

As the largest single-profession pension plan administrator in Canada, we see an opportunity to support Indigenous employers looking to join the plan by providing more information and access to our team. As of November 2025, 26 Indigenous employers have been designated to participate in the plan, with 10 employers designated within the last three years.

“Advancing Indigenous inclusion is a journey that requires humility, partnership and a genuine commitment to listening and learning. The Indigenous Action Plan is our commitment to ensuring Indigenous voices help inform our work and I’m proud of the relationships we’re building as we move forward together.”

Charley Butler
Chief Pension Officer

Moving forward

The IAP is a multi-year and ongoing journey. We’re committed to accountability and transparency and will continue to engage Indigenous communities, employers and members of the plan.

We look forward to embarking on this journey and remain committed to learning, listening and evolving our approach along the way. We’ll share updates on our progress and learnings as we work towards advancing Indigenous inclusion as an organization.
